إنفاذاً لتوجيهات القيادة في المملكة بتقديم منحة للمشتقات النفطية لتشغيل محطات الكهرباء كافة في اليمن، وامتداداً لدعم المملكة المستمر للشعب اليمني، بدأ البرنامج السعودي لتنمية وإعمار اليمن في تزويد المشتقات النفطية لأكثر من 70 محطة موزّعة في أنحاء اليمن. وانطلقت اليوم شحنات المنحة لإيصالها لمحطات التوليد في المحافظات اليمنية كافة. وأعلن وكيل محافظة حضرموت حسن الجيلاني، اليوم (الأحد)، تدشين منحة المشتقات النفطية المقدمة عبر البرنامج السعودي لتنمية وإعمار اليمن، لدعم قطاع الكهرباء وتعزيز استقرار الخدمات. وأعرب وكيل المحافظة عن تقدير السلطة المحلية لهذه المنحة، موضحاً أنها تمثل خطوة إستراتيجية تسهم في دعم استدامة قطاع الكهرباء، وتحسين مستوى الخدمات المقدمة للمواطنين. وأشار الجيلاني إلى أن الاتفاقية لتمويل المشتقات النفطية مع البرنامج السعودي ستسهم في تشغيل أكثر من 70 محطة كهرباء في عدد من المحافظات، بما ينعكس إيجاباً على استقرار خدمة التيار الكهربائي، وتنشيط الحركة التجارية، وتحسين الأوضاع المعيشية والاجتماعية، مشيداً بالدور الوطني الذي تضطلع به شركة بترومسيلة في هذا الجانب. وثمّن وكيل محافظة حضرموت الدور السعودي الأخوي والسخي ودعمهم المستمر للشعب اليمني في مختلف الظروف والمراحل. وتأتي منحة المشتقات النفطية دعماً لقطاع الكهرباء وتعزيزاً للاستقرار المعيشي والاجتماعي، ورفعاً لقدرة وكفاءة المؤسسات اليمنية لتمكينها من استمرارية تقديم الخدمات الأساسية، وتشغيل المنشآت الإنتاجية والخدمية، بما يدعم مسار التنمية والتعافي الاقتصادي في اليمن. ويبلغ إجمالي كميات منحة المشتقات النفطية 339 مليون لتر من مادتي الديزل والمازوت بقيمة 81.2 مليون دولار أمريكي، وجاءت وفقاً لحوكمة شاملة ومتكاملة لضمان وصول الكميات إلى المستفيد النهائي. وشُكّلت لجنة تضم عدة جهات يمنية تعمل على الإشراف والرقابة لتوزيع المشتقات النفطية على محطات الكهرباء بناءً على الاحتياج المقدم من محطات توليد الكهرباء في المحافظات اليمنية. وتبرز الأهمية التنموية للمنحة في كونها أداة دعم متكاملة تعزز كفاءة المؤسسات الحكومية، وتحفّز الاقتصاد اليمني، وتؤثر إيجاباً على تحسين الخدمات المقدمة للأشقاء اليمنيين عبر رفع موثوقية الطاقة الكهربائية في المستشفيات والمراكز الطبية والطرق والمدارس والمطارات والموانئ، وتعزيز الحركة الاقتصادية والتجارية. وتمتد آثار هذه المنحة لتشمل أبعاداً مالية واقتصادية وخدمية متكاملة، من خلال دعم المؤسسات اليمنية كالبنك المركزي اليمني، بتقليل الضغط على الاحتياطي من النقد الأجنبي، أما على مستوى وزارة المالية اليمنية فتسهم في تخفيف العبء المالي على الموازنة العامة للدولة المرتبط بتكاليف الوقود وتشغيل قطاع الكهرباء. وعلى صعيد وزارة الكهرباء والطاقة، تؤدي المنحة دوراً محورياً في ضمان استقرار إمدادات الوقود لمحطات توليد الكهرباء واستمرارية تشغيلها، ورفع كفاءة المحطات التوليدية وتحسين قدرتها التشغيلية والإنتاجية. وكانت زارة الطاقة والكهرباء اليمنية، وشركة النفط اليمنية «بترومسيلة»، والبرنامج السعودي لتنمية وإعمار اليمن قد وقعت الاتفاقية في 21 يناير 2026؛ وذلك لشراء المشتقات النفطية من «بترومسيلة» من قبل البرنامج، تعزيزاً لعمل المنشآت الوطنية في اليمن، وتشغيل المنشآت الحيوية اليمنية، وتنشيط دور الشركات اليمنية كشريك فاعل في منظومة الطاقة، بما يسهم في تعزيز استدامة الكهرباء، وينعكس إيجاباً على مستوى النشاط التجاري والاقتصادي في اليمن، وبما يسهم في تعزيز الاستقرار المعيشي والاجتماعي ويدعم التنمية الشاملة في اليمن. يُذكر أن البرنامج السعودي لتنمية وإعمار اليمن قدّم منحاً للمشتقات النفطية شملت منحة في عام 2018 بقيمة 180 مليون دولار، وكذلك منحة في 2021 بقيمة 422 مليون دولار، إلى جانب منحة في 2022 بقيمة 200 مليون دولار، إضافة إلى المنحة الحالية للعام 2026. In implementation of the directives of the leadership in the Kingdom to provide a grant for petroleum derivatives to operate all electricity stations in Yemen, and as part of the Kingdom's ongoing support for the Yemeni people, the Saudi Program for Development and Reconstruction of Yemen has begun supplying petroleum derivatives to more than 70 stations distributed across Yemen. Today, shipments of the grant have started to be delivered to the power generation stations in all Yemeni governorates. The Deputy Governor of Hadhramaut, Hassan Al-Jailani, announced today (Sunday) the launch of the petroleum derivatives grant provided through the Saudi Program for Development and Reconstruction of Yemen, to support the electricity sector and enhance the stability of services. The Deputy Governor expressed the local authority's appreciation for this grant, explaining that it represents a strategic step that contributes to supporting the sustainability of the electricity sector and improving the level of services provided to citizens. Al-Jailani pointed out that the agreement for financing petroleum derivatives with the Saudi program will contribute to operating more than 70 electricity stations in several governorates, which will positively reflect on the stability of electricity service, stimulate commercial activity, and improve living and social conditions, praising the national role played by PetroMasila in this regard. The Deputy Governor of Hadhramaut valued the generous and brotherly Saudi role and their continuous support for the Yemeni people in various circumstances and stages. The petroleum derivatives grant comes as support for the electricity sector and enhancement of living and social stability, raising the capacity and efficiency of Yemeni institutions to enable them to continue providing essential services, and operating productive and service facilities, which supports the path of development and economic recovery in Yemen. The total quantities of the petroleum derivatives grant amount to 339 million liters of diesel and mazut, valued at 81.2 million US dollars, and it has been provided according to a comprehensive and integrated governance framework to ensure that the quantities reach the final beneficiaries. A committee comprising several Yemeni entities has been formed to supervise and monitor the distribution of petroleum derivatives to electricity stations based on the needs presented by the power generation stations in the Yemeni governorates. The developmental importance of the grant lies in its role as a comprehensive support tool that enhances the efficiency of government institutions, stimulates the Yemeni economy, and positively impacts the improvement of services provided to the Yemeni brothers by increasing the reliability of electrical energy in hospitals, medical centers, roads, schools, airports, and ports, and enhancing economic and commercial activity. The effects of this grant extend to include integrated financial, economic, and service dimensions, by supporting Yemeni institutions such as the Central Bank of Yemen, reducing pressure on foreign currency reserves. At the level of the Yemeni Ministry of Finance, it contributes to alleviating the financial burden on the state’s general budget related to fuel costs and the operation of the electricity sector. At the level of the Ministry of Electricity and Energy, the grant plays a pivotal role in ensuring the stability of fuel supplies for electricity generation stations and their continuous operation, enhancing the efficiency of generating stations and improving their operational and productive capacity. The Yemeni Ministry of Energy and Electricity, the Yemeni Oil Company "PetroMasila," and the Saudi Program for Development and Reconstruction of Yemen signed the agreement on January 21, 2026; to purchase petroleum derivatives from "PetroMasila" by the program, enhancing the work of national facilities in Yemen, operating vital Yemeni facilities, and activating the role of Yemeni companies as an effective partner in the energy system, which contributes to enhancing the sustainability of electricity, positively reflecting on the level of commercial and economic activity in Yemen, and supporting living and social stability and comprehensive development in Yemen. It is worth mentioning that the Saudi Program for Development and Reconstruction of Yemen has provided grants for petroleum derivatives, including a grant in 2018 worth 180 million dollars, as well as a grant in 2021 worth 422 million dollars, in addition to a grant in 2022 worth 200 million dollars, along with the current grant for the year 2026.
