أكد رئيس مجلس القيادة الرئاسي اليمني الدكتور رشاد محمد العليمي أنه لا خيار أمام الحكومة الجديدة سوى العمل من أجل صناعة النموذج وإحداث التحول المنشود، والمضي في استعادة ثقة المواطنين ومؤسسات الدولة، وهزيمة المشروع الحوثي.
وشدد رئيس مجلس القيادة الرئاسي، خلال ترؤسه اليوم (الإثنين)، الجلسة الأولى للحكومة الجديدة عقب أدائها اليمين الدستورية، على ضرورة البناء على ما تحقق من تحسن في الخدمات الأساسية خلال الأسابيع الماضية، بدعم كريم من المملكة العربية السعودية، وحمايته بكل الوسائل، معتبراً أن صناعة النموذج، واستعادة ثقة المواطنين، والأشقاء والأصدقاء جزء لا يتجزأ من المعركة الوطنية، وليس مساراً منفصلاً عنها.
شراكة وطنية واسعة
وأشار العليمي إلى أن هذه الحكومة ليست مجرد تغيير أسماء، بل تحمل رسالة واضحة، تتمثل في تعزيز الشراكة الوطنية الأوسع نطاقاً، ونقل تدريجي لصناعة القرار إلى جيل جديد من أبناء الوطن، مشدداً بالقول: «ندرك جميعاً أن المهمة ليست سهلة، لكن ليس أمامكم سوى خيار واحد وهو العمل، ثم العمل، ثم العمل».
رؤية سعودية إقليمية طموحة
وأشاد رئيس مجلس القيادة الرئاسي بالشراكة الإستراتيجية مع المملكة العربية السعودية التي ترى في اليمن جزءاً من رؤية إقليمية طموحة للاستقرار والنهوض، مشدداً: «العلاقات مع المملكة ليست حالة عاطفية، وإنما طريقنا الآمن للمستقبل، التي تجسدها المصالح والمصير والأمن المشترك، ولا ينبغي بأي حال من الأحوال التفريط بها أو مقارنتها بأي شراكات أو علاقات أخرى».
وأعرب العليمي عن شكره وتقديره للمملكة العربية السعودية، بقيادة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان، ووزير الدفاع الأمير خالد بن سلمان، والشعب السعودي على كل ما يقدمونه من دعم وإسناد للشعب اليمني، وقيادته السياسية في مختلف المجالات.
وشدد العليمي على مسؤولية هذه الحكومة في صناعة النموذج، بما في ذلك جعل عدن عاصمة حقيقية للدولة، مشيراً إلى أن إحداث الفارق لن يتحقق إلا عبر ثلاثة محاور، الأول الإصلاحات الاقتصادية والإدارية، والثاني الأمن وسيادة القانون، والثالث الخدمات.
وفي الجانب الاقتصادي، أكد العليمي أن تنمية الموارد أولوية لا تقل أهمية عن الجبهة العسكرية، بل هي شرط رئيس لإحداث تغيير حقيقي في ميزان القوى على الأرض، والتعافي الاقتصادي والإصلاحات، مشدداً على توريد كامل الإيرادات إلى حساب الدولة، والعدالة في توزيع الإنفاق بين المحافظات.
وأكد العليمي دفع الرواتب بانتظام، وترشيد الإنفاق، ومحاربة التهريب والجبايات غير القانونية، والشفافية الكاملة مع الرأي العام.
توحيد الصف
وحذر العليمي من أن ما يُروج له اليوم من سرديات عن فراغ أمني ليس توصيفاً للواقع، بل هو محاولة لإرباك الثقة واستهداف للجهود الحميدة التي يبذلها الأشقاء في المملكة العربية السعودية من أجل وحدة الصف، وتوحيد القرار الأمني والعسكري ليس في اليمن فقط ولكن في عموم المنطقة.
وشدد العليمي على ضرورة ضبط السلاح المنفلت، وتجفيف بؤر الجريمة، وحماية المواطنين دون تمييز، قائلاً: «الأمن الذي نريده ليس استعراض القوة، بل سيادة القانون، والانضباط المؤسسي».
الشراكة الاستثمارية مع السعودية
ووجه رئيس مجلس القيادة الرئاسي، الحكومة باستثمار الشراكة الواعدة مع المملكة لصناعة الفارق في العاصمة المؤقتة عدن، وبقية المحافظات المحررة.
وشدد العليمي على عودة الحكومة إلى الداخل فوراً، والانتظام في اجتماعاتها، لتكون بمثابة غرفة لإنتاج الحلول القابلة للتنفيذ، وعدم تسييس الخدمات تحت أي ظرف كان، باستثناء ما يرتبط مباشرة بمنع استفادة الحوثي، وهو أمر محسوم بقرارات العقوبات الدولية.
ووجه رئيس مجلس القيادة الرئاسي، الحكومة بالعمل على إنصاف تضحيات القوات المسلحة والأمن، والتسريع بإنشاء هيئة رعاية الجرحى، مبيناً أن الحكومة ليست ساحة اصطفاف سياسي، بل أداة دولة مهمتها الرئيسة خدمة المواطن، والدفاع عن مصالحه العليا.
وحذر من أن أي انقسام داخل الحكومة ينعكس فوراً على حياة الناس، لا على الخصوم السياسيين.
بدوره، قال رئيس مجلس الوزراء وزير الخارجية وشؤون المغتربين الدكتور شائع الزنداني إن لديه آمالاً بتحقيق حكومته اختراقات في الملفات الشائكة والمعقدة، وفي مقدمتها إيجاد أجهزة دولة ومؤسسات فاعلة وتفعيل النظام والقانون، مبيناً أن الحكومة لن تتهاون مع تجاوز اللوائح والنظم والقوانين، ومعالجة الاختلالات في مختلف الجوانب، سياسياً واقتصادياً وخدمياً وعسكرياً وأمنياً.

Broad National Partnership
Al-Alimi pointed out that this government is not just a change of names, but carries a clear message, which is to enhance the broader national partnership and gradually transfer decision-making to a new generation of the country's youth, stressing: "we all realize that the task is not easy, but you have no option but one: to work, then work, then work."
Aspirational Saudi Regional Vision
The President of the Presidential Leadership Council praised the strategic partnership with the Kingdom of Saudi Arabia, which sees Yemen as part of an ambitious regional vision for stability and development, stressing: "The relationship with the Kingdom is not an emotional case, but our safe path to the future, embodied by mutual interests, destiny, and shared security, and it should not be compromised or compared with any other partnerships or relations."
Al-Alimi expressed his gratitude and appreciation to the Kingdom of Saudi Arabia, led by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz, Crown Prince and Prime Minister Mohammed bin Salman, Minister of Defense Prince Khalid bin Salman, and the Saudi people for all they provide in support and assistance to the Yemeni people and its political leadership in various fields.
Al-Alimi emphasized the responsibility of this government in creating the model, including making Aden a true capital of the state, pointing out that making a difference can only be achieved through three axes: the first is economic and administrative reforms, the second is security and the rule of law, and the third is services.
On the economic side, Al-Alimi confirmed that resource development is a priority no less important than the military front, but is a prerequisite for achieving real change in the balance of power on the ground, economic recovery, and reforms, emphasizing the full collection of revenues into the state account, and fairness in distributing spending among the provinces.
Al-Alimi confirmed the regular payment of salaries, rationalizing spending, combating smuggling and illegal levies, and complete transparency with public opinion.
Unity of the Ranks
Al-Alimi warned that what is being promoted today about security vacuum narratives is not a description of reality, but an attempt to disrupt trust and target the good efforts made by brothers in the Kingdom of Saudi Arabia for the unity of ranks and the unification of security and military decisions, not only in Yemen but throughout the region.
Al-Alimi stressed the necessity of controlling loose weapons, drying up crime hotspots, and protecting citizens without discrimination, stating: "The security we want is not a display of power, but the rule of law and institutional discipline."
Investment Partnership with Saudi Arabia
The President of the Presidential Leadership Council directed the government to invest in the promising partnership with the Kingdom to make a difference in the temporary capital Aden and the other liberated provinces.
Al-Alimi emphasized the immediate return of the government to the interior and regular meetings, to serve as a chamber for producing actionable solutions, and not to politicize services under any circumstances, except for those directly related to preventing Houthi benefits, which is a matter settled by international sanctions.
The President of the Presidential Leadership Council directed the government to work on fairly compensating the sacrifices of the armed forces and security, and to expedite the establishment of a body to care for the wounded, indicating that the government is not a platform for political alignment, but a state tool whose main mission is to serve the citizen and defend his supreme interests.
He warned that any division within the government would immediately reflect on people's lives, not on political opponents.
For his part, the Prime Minister and Minister of Foreign Affairs and Expatriates, Dr. Shaif Al-Zandani, stated that he has hopes for his government to make breakthroughs in the thorny and complex files, foremost among them is establishing effective state apparatuses and institutions and activating the system and law, indicating that the government will not tolerate violations of regulations, systems, and laws, and will address imbalances in various aspects, politically, economically, service-wise, militarily, and security-wise.
Generous Saudi Support
The Prime Minister and Minister of Foreign Affairs highly appreciated the generous support and steadfast brotherly positions provided by the Kingdom of Saudi Arabia, standing by the legitimate government, which has been an important factor in success and a fundamental pillar in the most difficult circumstances, and their sincere desire to see Yemen achieve peace, development, and stability, noting the call by the President of the Presidential Leadership Council for a Southern Dialogue Conference and the generous sponsorship by the Kingdom of Saudi Arabia for the conference, as a responsible and necessary political path to address the Southern issue on the basis of dialogue and consensus.
He pointed out that the Southern issue is a just national political matter that cannot be denied or overlooked, and its resolution will not be through slogans or jumping over reality, but through serious and responsible dialogue away from exclusionary and accusatory mentalities.
