أصدر رئيس مجلس القيادة الرئيسي اليمني الدكتور رشاد العليمي اليوم (الأربعاء) عدداً من القرارات والتعيينات، بينها ترقية وزير الدفاع طاهر علي عيضة العُقيلي إلى رتبة فريق.
وأصدر العليمي مرسوماً قضى بتعيين جمعان سالمين علي بارباع وكيلاً لشؤون الوادي والصحراء بمحافظة حضرموت، كما عين العميد فهد سالم عيسى سالم بامؤمن قائداً للمنطقة العسكرية الأولى ويرقى إلى رتبة لواء، والعميد عامر عبدالله عبدالله محمد بن حطيان رئيس أركان المنطقة العسكرية الأولى، والعميد محمد عمر عوض صالح علي بن غانم رئيس عمليات المنطقة العسكرية الأولى.
وفي ما يتعلق بالجانب الصحي، أصدر رئيس مجلس القيادة الرئاسي قراراً بإنشاء مركز القلب والأوعية الدموية وزراعة الكلى بمحافظة تعز، وحدد إدارة المركز، وموارده ونظامه المالي، كما أصدر قراراً بشأن إنشاء صندوق الصحة، تأسيساً على جهود المملكة العربية السعودية، واستناداً إلى الاتفاقية الموقعة مع البرنامج السعودي لتنمية وإعمار اليمن بشأن إنشاء صندوق لدعم استدامة تشغيل المرافق الصحية، وبناء قدرات وزارة الصحة، وتعزيز التعاون مع الجهات النظيرة في المملكة العربية السعودية.
ويهدف الصندوق إلى المساهمة الفاعلة في تحسين كفاءة القطاع الصحي، من خلال توفير التمويلات اللازمة لتشغيل وإدارة المنشآت الصحية، وتحقيق التكامل بين الجهود المحلية والدولية الهادفة إلى تعزيز حوكمة القطاع الصحي، والارتقاء بجودة خدماته.
وسيتولى الصندوق حشد الموارد المالية اللازمة لتمويل الأنشطة الصحية وتطوير كفاءة القطاع الصحي، من خلال تنفيذ المهمات والاختصاصات المتعلقة بتقديم تمويلات لتشغيل المنشآت الصحية العامة، وفقاً لخطط ومعايير تضمن تقديم خدمات مستدامة وبجودة عالية، إضافة إلى تمويل تنفيذ الخطط والبرامج الهادفة لبناء قدرات المنشآت الصحية العامة، وبما يسهم في تعزيز حوكمتها ورفع كفاءتها، وكذا جذب التمويلات من خلال تحفيز القطاعات العام والخاص والدولي للمساهمة في دعم القطاع الصحي وتطوير خدماته.
وسيتولى الصندوق عقد شراكات مع القطاع الخاص بهدف تمويل برامج صحية تسهم في توفير خدمات صحية مناسبة للمواطنين، والعمل على تمويل المبادرات والمشاريع التي تعنى بالاستجابة لحالات الطوارئ والكوارث الطبيعية والأوبئة.
The President of the Yemeni Presidential Leadership Council, Dr. Rashad Al-Alimi, issued today (Wednesday) a number of decisions and appointments, including the promotion of Minister of Defense Taher Ali Eida Al-Oqeili to the rank of Lieutenant General.
Al-Alimi also issued a decree appointing Jam'an Salem Ali Barba'a as the Undersecretary for Valley and Desert Affairs in Hadhramaut Governorate. He appointed Brigadier General Fahd Salem Issa Salem Bamoumen as the Commander of the First Military Region and promoted him to the rank of Major General, Brigadier General Amer Abdullah Abdullah Muhammad bin Hatyian as Chief of Staff of the First Military Region, and Brigadier General Muhammad Omar Awad Saleh Ali bin Ghanem as Operations Chief of the First Military Region.
Regarding the health sector, the President of the Presidential Leadership Council issued a decision to establish a Heart and Vascular Center and a Kidney Transplant Center in Taiz Governorate, specifying the management of the center, its resources, and its financial system. He also issued a decision regarding the establishment of a Health Fund, based on the efforts of the Kingdom of Saudi Arabia and in accordance with the agreement signed with the Saudi Program for Development and Reconstruction of Yemen to establish a fund to support the sustainability of health facility operations, build the capacities of the Ministry of Health, and enhance cooperation with counterpart entities in the Kingdom of Saudi Arabia.
The fund aims to actively contribute to improving the efficiency of the health sector by providing the necessary funding for the operation and management of health facilities, achieving integration between local and international efforts aimed at enhancing governance in the health sector, and improving the quality of its services.
The fund will mobilize the financial resources necessary to finance health activities and develop the efficiency of the health sector by executing tasks and responsibilities related to providing funding for the operation of public health facilities, according to plans and standards that ensure the provision of sustainable and high-quality services, in addition to financing the implementation of plans and programs aimed at building the capacities of public health facilities, which contributes to enhancing their governance and improving their efficiency, as well as attracting funding by stimulating the public, private, and international sectors to contribute to supporting the health sector and developing its services.
The fund will establish partnerships with the private sector to finance health programs that contribute to providing appropriate health services to citizens and work on funding initiatives and projects that address emergency situations, natural disasters, and epidemics.
