أكد نائب وزير الصناعة والثروة المعدنية لشؤون التعدين المهندس خالد المديفر أن قطاع التعدين والمعادن يعيش مرحلة استثنائية، في ظل الاهتمام العالمي غير المسبوق بالمعادن منذ 2020، مشيرا إلى أن رؤية المملكة 2030 كانت سبَّاقة في إدراك أهمية هذا التحول باتخاذها التعدين ركيزة رئيسية لتنويع الاقتصاد الوطني وبناء القوة الصناعية للمملكة.
وأوضح خلال مشاركته في جلسة بعنوان «تمهيد الطريق نحو أمن المعادن العالمي»، ضمن أعمال النسخة التاسعة من مبادرة مستقبل الاستثمار (FII) أن المملكة تمتلك كل مقومات النجاح لتكون مركزا عالميّا لصناعات المعادن وسلاسل الإمداد المرتبطة بها، وتجمع بين الموقع الجغرافي الإستراتيجي، الذي يربط ثلاث قارات، والإمكانات الجيولوجية الهائلة ورأس المال البشري المؤهل، والرؤية الواضحة لقيادتها.
قاعدة انطلاق
وقال: «رؤية 2030 وضعت الأساس لبناء قطاع تعدين عالمي المستوى، تماما كما بُني سابقا أحد أكبر قطاعات النفط والغاز والبتروكيماويات في العالم، واليوم، نعمل على أن يكون التعدين والمعادن الركيزة الثالثة لقوتنا الصناعية، ولدينا كل ما نحتاجه لتحقيق ذلك من الموارد الطبيعية والمواهب إلى البنية التشريعية والاستقرار الاستثماري».
وبيَّن أن الدرع العربي الذي يمتد على مساحة 700 ألف كيلومتر مربع ما يزال غير مستكشف بالكامل، لافتا إلى أن قيمة الموارد المعدنية في المملكة ارتفعت من 5 تريليونات ريال (1.3 تريليون دولار) إلى نحو 9.4 تريليون ريال (2.5 تريليون دولار)، بفضل التوسع في برامج المسح الجيولوجي والاستكشاف، مؤكدا أن هذا الثراء الطبيعي يمثل قاعدة انطلاق لصناعة تعدينية عالمية.
منظومة التعدين
وأشار إلى أن المملكة بنت منظومة تعدين حديثة قائمة على الشفافية والاستقرار وجذب المستثمرين، موضحا أن الاستثمار الأجنبي يشكل اليوم نحو 66% من إجمالي الاستثمارات التعدينية، وتجاوز حجم الإنفاق على الاستكشاف في 2024، ضعف ما كان عليه في العام السابق، ووصل إلى 1.05 مليار ريال في 2024 مقارنة بـ501 مليون ريال في 2023؛ لتصبح المملكة من أسرع مناطق التعدين نموّا في العالم.
وأوضح أن المملكة ترحب بالشراكات الدولية، وتتبنى أحد أكثر الأطر التنظيمية تنافسية في العالم، ومن ذلك الملكية الأجنبية الكاملة بنسبة 100% للمستثمرين، مشيرا إلى أن نجاح تجارب سابقة مع شركات عالمية كبرى مثل باريك جولد، وألكوا وموزاييك؛ يعكس متانة الشراكة السعودية مع القطاع الخاص العالمي.
تحول تقني
وبيَّن أن المملكة تبني منظومة تعدين شاملة «من المسح إلى إعادة التدوير» تشمل خدمات الاستكشاف وتطوير المناجم والهندسة والبناء والتمويل والتكنولوجيا والأسواق، وإنشاء بورصة للسلع في الرياض، مؤكدا أن هذه المنظومة ستجعل من المملكة أحد أكبر مراكز التعدين المتكاملة في العالم.
وتحدث المديفر عن أهمية التحول التقني والتوظيف الذكي للمواهب الوطنية في تطوير القطاع، مشيرا إلى أن المملكة تعمل على بناء قطاع تعدين مستدام قائم على التكنولوجيا الحديثة، مثل الإدارة عن بُعد والمركبات الذاتية والروبوتات الصناعية.
برامج تدريب
ولفت إلى أن الوزارة عملت بالشراكة مع جامعة الملك فهد للبترول والمعادن وشركة «معادن» على إطلاق برنامج علوم وهندسة التعدين، إلى جانب تطوير برامج تدريبية متقدمة مع جامعة الملك عبدالعزيز وهيئة المساحة الجيولوجية، وإطلاق مبادرة «استوديو الابتكار التعديني» بالشراكة مع هيئة المساحة الجيولوجية السعودية وبرنامج «ندلب» وشركة «معادن» و«إسناد» وشركة «نيولاب» الأمريكية؛ بهدف استقطاب المواهب العالمية وتطوير حلول تقنية مبتكرة وإعداد جيل جديد من الكفاءات السعودية القادرة على قيادة مستقبل قطاع التعدين.
ودعا نائب وزير الصناعة والثروة المعدنية لشؤون التعدين، المستثمرين والخبراء إلى المشاركة في النسخة الخامسة من مؤتمر التعدين الدولي الذي تستضيفه الرياض، قائلا: «ندعو الجميع إلى حضور مؤتمر التعدين الدولي، الذي يعد أفضل منصة عالمية للتعدين، ونعمل مع الشركاء من مختلف دول العالم لصناعة مستقبل أكثر استدامة وازدهارا لهذا القطاع الحيوي».
The Deputy Minister of Industry and Mineral Resources for Mining Affairs, Engineer Khalid Al-Mudaifer, confirmed that the mining and minerals sector is experiencing an exceptional phase, in light of the unprecedented global interest in minerals since 2020. He pointed out that the Kingdom's Vision 2030 was proactive in recognizing the importance of this transformation by making mining a key pillar for diversifying the national economy and building the Kingdom's industrial strength.
During his participation in a session titled "Paving the Way Towards Global Mineral Security," as part of the ninth edition of the Future Investment Initiative (FII), he explained that the Kingdom possesses all the components for success to become a global center for mineral industries and related supply chains, combining a strategic geographical location that connects three continents, immense geological potential, qualified human capital, and a clear vision from its leadership.
Launchpad
He stated, "Vision 2030 laid the foundation for building a world-class mining sector, just as one of the largest oil, gas, and petrochemical sectors in the world was previously built. Today, we are working to make mining and minerals the third pillar of our industrial strength, and we have everything we need to achieve this, from natural resources and talents to legislative infrastructure and investment stability."
He indicated that the Arabian Shield, which spans an area of 700,000 square kilometers, remains largely unexplored, noting that the value of mineral resources in the Kingdom has increased from 5 trillion riyals (1.3 trillion dollars) to about 9.4 trillion riyals (2.5 trillion dollars), thanks to the expansion of geological survey and exploration programs. He emphasized that this natural wealth represents a launchpad for a global mining industry.
Mining System
He pointed out that the Kingdom has built a modern mining system based on transparency, stability, and attracting investors, explaining that foreign investment today accounts for about 66% of total mining investments. The spending on exploration in 2024 has more than doubled compared to the previous year, reaching 1.05 billion riyals in 2024 compared to 501 million riyals in 2023, making the Kingdom one of the fastest-growing mining regions in the world.
He clarified that the Kingdom welcomes international partnerships and adopts one of the most competitive regulatory frameworks in the world, including 100% foreign ownership for investors. He pointed out that the success of previous experiences with major global companies such as Barrick Gold, Alcoa, and Mosaic reflects the strength of the Saudi partnership with the global private sector.
Technological Transformation
He explained that the Kingdom is building a comprehensive mining system "from exploration to recycling," which includes exploration services, mine development, engineering, construction, financing, technology, and markets, as well as establishing a commodities exchange in Riyadh. He emphasized that this system will make the Kingdom one of the largest integrated mining centers in the world.
Al-Mudaifer spoke about the importance of technological transformation and the smart employment of national talents in developing the sector, noting that the Kingdom is working to build a sustainable mining sector based on modern technology, such as remote management, autonomous vehicles, and industrial robots.
Training Programs
He pointed out that the ministry, in partnership with King Fahd University of Petroleum and Minerals and Ma'aden, has launched a program in Mining Science and Engineering, in addition to developing advanced training programs with King Abdulaziz University and the Geological Survey Authority. They also launched the "Mining Innovation Studio" initiative in partnership with the Saudi Geological Survey Authority, the "Nadlab" program, Ma'aden, Esnad, and the American company Newlab, aimed at attracting global talents, developing innovative technological solutions, and preparing a new generation of Saudi competencies capable of leading the future of the mining sector.
The Deputy Minister of Industry and Mineral Resources for Mining Affairs called on investors and experts to participate in the fifth edition of the International Mining Conference hosted in Riyadh, saying: "We invite everyone to attend the International Mining Conference, which is the best global platform for mining, and we are working with partners from various countries around the world to create a more sustainable and prosperous future for this vital sector."
