أكدت هيئة النقل أن النظام الجديد للنقل البري على الطرق، شدّد على منع ممارسة النقل دون ترخيص نظامي، بما في ذلك ما يُعرف بـ«الكدادة» أو «المناداة»، ويُحظر على أي شخص ممارسة أي من أنشطة النقل البري على الطرق دون ترخيص، مثل: دعوة الركاب أو النداء عليهم، أو ملاحقتهم أو اعتراضهم، أو التجمهر أو التجول في أماكن تواجد الركاب لغرض دعوتهم.

وبيّنت أن العقوبات المقررة على المخالفين تبدأ من غرامة تصل إلى 11 ألف ريال مع حجز المركبة لمدة تصل إلى 25 يومًا بحق من يقوم بالأعمال التحضيرية، فيما تصل العقوبات إلى غرامة قدرها 20 ألف ريال وحجز المركبة لمدة تصل إلى 60 يومًا بحق من يزاول النقل غير النظامي، مع إمكانية بيع المركبة المخالفة في مزاد علني، وإبعاد غير السعودي.

وأكدت أن الإجراءات تأتي في إطار جهودها للحد من الممارسات غير النظامية، وحماية حقوق الركاب، وضمان جودة الخدمة، إلى جانب صون حقوق المستثمرين النظاميين، مشيرة إلى استمرارها في تنفيذ ورش العمل واللقاءات التوعوية، وتوفير الأدلة الإرشادية؛ لرفع مستوى الامتثال بالأنظمة واللوائح الجديدة.

The Transport Authority confirmed that the new land transport system on roads emphasizes the prohibition of conducting transport activities without a legal license, including what is known as "Kaddadah" or "calling." It is prohibited for anyone to engage in any land transport activities without a license, such as calling passengers, pursuing them, or intercepting them, as well as gathering or roaming in areas where passengers are located for the purpose of calling them.

It clarified that the penalties imposed on violators start with a fine of up to 11,000 riyals and the impounding of the vehicle for up to 25 days for those who carry out preparatory activities, while the penalties can reach a fine of 20,000 riyals and the impounding of the vehicle for up to 60 days for those who engage in illegal transport, with the possibility of selling the violating vehicle at a public auction, and deporting non-Saudis.

The authority confirmed that these measures are part of its efforts to curb illegal practices, protect passenger rights, and ensure service quality, in addition to safeguarding the rights of legal investors. It noted that it will continue to implement workshops and awareness meetings, and provide guidance materials to raise the level of compliance with the new regulations and laws.
