أعلنت وزارة الصحة والسكان في مصر، اليوم (الأحد)، إغلاق مصحة غير مرخصة في منطقة المريوطية بمحافظة الجيزة، وإحالة القائمين عليها إلى النيابة العامة، بعد انتشار فيديو صادم يوثق هروباً جماعياً لعشرات النزلاء من المنشأة التي كانت تدعي تقديم خدمات علاج الإدمان.
وكان فيديو قصير انتشر بشكل واسع صباح اليوم على منصات التواصل الاجتماعي، يظهر مجموعة كبيرة من الشباب وهم يركضون في شوارع المنطقة، ويتحدث بعضهم أمام المارة الذين قاموا بتصوير المشهد، قائلين إنهم تعرضوا للتعذيب وسوء المعاملة داخل «المصحة».
وقال أحد الشباب الهاربين إن أسرهم تدفع مبالغ مالية شهرية تصل إلى 8 آلاف جنيه مقابل احتجازهم في ظروف غير إنسانية، دون تقديم علاج حقيقي، وردد أحدهم أمام الكاميرا: «كسرنا الباب وهربنا.. كانوا بيعذبونا ومش بيأكلونا».
وفور رصد الوزارة للفيديو المتداول، تحركت لجان التفتيش التابعة للإدارة المركزية للمنشآت الطبية غير الحكومية، بالتنسيق مع الجهات الأمنية، لتفتيش المكان.
وأكدت التحقيقات الأولية أن المنشأة تعمل دون أي ترخيص قانوني، وتمارس نشاطاً غير مشروع يُعد انتحالاً لصفة منشأة طبية، مخالفاً لأحكام قانون المنشآت الطبية غير الحكومية رقم 51 لسنة 1981، وقانون رعاية المريض النفسي رقم 71 لسنة 2009.
وأوضح بيان رسمي صادر عن وزارة الصحة أن الوزارة «تابعت باهتمام بالغ» المزاعم المتعلقة بسوء المعاملة، وقررت اتخاذ الإجراءات القانونية الفورية ضد القائمين على الكيان غير الشرعي، بما في ذلك الإغلاق النهائي للمنشأة بالتعاون مع الجهات المختصة، وإحالة الواقعة إلى النيابة العامة للتحقيق في جميع الادعاءات المتعلقة بالتعذيب والاحتجاز غير القانوني.
وأشارت الوزارة إلى أن هذه الواقعة التي تأتي ضمن حملات تفتيشية موسعة مستمرة على مستوى الجمهورية، بتنسيق مع المجلس القومي للصحة النفسية والأمانة العامة للصحة النفسية وعلاج الإدمان، ووزارة الداخلية، أسفرت عن إغلاق مئات المنشآت المخالفة في محافظات مختلفة خلال الفترة الماضية.
ودعت وزارة الصحة أسر المرضى والمواطنين إلى ضرورة التأكد من ترخيص أي منشأة قبل التعامل معها، والإبلاغ الفوري عن أي مخالفات أو تجاوزات، مؤكدة أن علاج الإدمان يجب أن يتم وفق بروتوكولات علمية معتمدة في منشآت خاضعة للرقابة الصحية والقانونية، حفاظاً على حقوق المرضى وسلامتهم.
The Ministry of Health and Population in Egypt announced today (Sunday) the closure of an unlicensed rehabilitation center in the Marioutiya area of Giza Governorate, and the referral of those responsible to the public prosecution, following the spread of a shocking video documenting a mass escape of dozens of residents from the facility that claimed to provide addiction treatment services.
A short video widely circulated this morning on social media shows a large group of young people running in the streets of the area, with some speaking in front of passersby who filmed the scene, stating that they had been subjected to torture and mistreatment inside the "rehabilitation center."
One of the escaping youths said that their families pay monthly amounts reaching 8,000 Egyptian pounds for their detention in inhumane conditions, without providing real treatment. One of them repeated in front of the camera: "We broke the door and escaped... they were torturing us and not feeding us."
As soon as the ministry spotted the circulating video, inspection committees from the Central Administration for Non-Governmental Medical Facilities, in coordination with security authorities, moved to inspect the place.
Initial investigations confirmed that the facility operates without any legal license and engages in illegal activities that constitute impersonation of a medical facility, in violation of the provisions of the Non-Governmental Medical Facilities Law No. 51 of 1981 and the Mental Patient Care Law No. 71 of 2009.
An official statement issued by the Ministry of Health clarified that the ministry "followed with great interest" the allegations related to mistreatment and decided to take immediate legal action against those responsible for the illegal entity, including the permanent closure of the facility in cooperation with the relevant authorities, and referring the incident to the public prosecution to investigate all allegations related to torture and illegal detention.
The ministry indicated that this incident is part of extensive ongoing inspection campaigns across the republic, in coordination with the National Council for Mental Health, the General Secretariat for Mental Health and Addiction Treatment, and the Ministry of Interior, which have resulted in the closure of hundreds of violating facilities in various governorates over the past period.
The Ministry of Health urged the families of patients and citizens to ensure the licensing of any facility before dealing with it and to immediately report any violations or abuses, emphasizing that addiction treatment should be conducted according to approved scientific protocols in facilities subject to health and legal oversight, in order to protect the rights and safety of patients.
